The Kyrgyz Investment Promotion Centre, having in Dair Kenekeev a young, dynamic Deputy Director who knows Europe and is also head ot the One-Stop-Shop unit in the country’s capital Bishkek, has introduced a new Interdepartemental (interministerial) Expert and Appeal Council. Its main functions are complaints or problems of investors on reception of their permission documents for doing businessin Kyrgyz Republic. In case of unreasonable rejections or delays by the state bodies in issuing of licences and other permits, the secretary of the Council after carrying out a due examination will act in protection of the rights and interests of the investors. This Council has been established in mid-August 2003 and wants to resolve the problems of the investors in the shortest terms. Besides, it will be engaged in the development and formulating of recommendations on perfection and regulation of the permit documents within the government and administration. It also covers cancellatons, suspensions and withdrawals of any kind of licences and permit documents which are considered by the government.
Chairman of the Council is the Deputy Prime Minister, Mr. Otorbaev, who is also the Special Representative of the President for Foreign Investment und runs a secretariat of its own, having achieved several successes in the last years. His deputy is Mr. Jeenbekov, also Chairman of the State Committee of the Kyrgyz Republic on State Property and Direct Investment. The panel of the Council consists of a number of ministries (on ministerial and leader level) as well as representatives of the International Business Council, the only Kyrgyz association of foreign businessmen.
The Council wants to have feedbacks with all organisations and companies and invites to cooperation. The correspondance languages are English and Russian.
