Since June 2003 the Foundation for International Legal Cooperation (FILC; in Russian: Fond meghdunarodnogo pravovogo sotrudnichestva) is operative in Kyrgyzstan, and LIBERTAS – European Institute is happy to cooperate with this institution. .
This public foundation is presided by Dr. Ruslan Myrzalimov, former Fulbright Fellow in the USA and a man of large experience in the administration of Kyrgyzstan, among others as staff member of the Ministry of Education, as seasoned lecturer at Kyrgyz National University, as Advisor to the President of the Kyrgyz Parliament (Joghurtu Kenesh) and as TACIS Legal Advisor within the Kyrgyzstan – European Union Partnership and Cooperation Agreement, as well as chairman of the Kyrgyz section of the World Association of Jurists.
Besides Catherine Theresa Dwyer, Professor of Law at the Michigan State University, at present also Legal Education Specialist for ABA/CEELI (American Bar Association programme for Central and Eastern Europe an the CIS), and Jeffrey Mayers, as lawyer also Regional Director for CEP (Civic Education Project) in Eastern Europe, Central Asia and Mongolia, has been appointed Member of the Advisory Council.But also excellent representatives of the legal professions from Canada, Slovenia, Russia, Kazakhstan and Uzbekistan are involved. The foundation works in projects. LIBERTAS works with the foundation in the fields of EU law, business law and bilateral, comparative law (e.g. Germany et al. / Kyrgyzstan), in the form of legal opinions and project consulting.
